Andrew Fulghum - Jasper County Administrator

Prior to his appointment to the position of Jasper County Administrator in May 2004, Mr. Fulghum served in municipal management positions for the City of Frostburg, Maryland and the Town of Berlin, Maryland.

He earned a B.A. degree in Political Science from Salisbury University and a Master of Public Administration degree from Shippensburg University.

Mr. Fulghum is a fellow of the University of Maryland’s Academy for Excellence in Local Governance, a graduate of the South Carolina Executive Institute, and a Credentialed Manager.

To date, he has worked for 24 elected officials in 3 jurisdictions assisting them to define and achieve their goals for their communities through value driven staff leadership.
